A Systematic Framework for the Data Trad-ing: Perspectives of the Institutional System and the Intelligent Agents with Smart Con-tracts

Abstract

Data is the new oil or the infrastructure of the digital economy. We are ongoing in a digital economy where data is more valuable than ever. In recent years, data trading activities are in-creasingly frequent and extensive, and data trading market has gradually become a scale level. However, as a new transaction object, data has a certain impact on laws and regulations, regu-latory arbitration, property right establishment, standards, safety and quality under the exist-ing transaction system. At present, data transaction research has made continuous break-throughs in data property rights, data pricing, data laws and regulations and personal privacy protection, enterprise data capitalization, government data opening, cross-border data flow and other special fields. However, there are few researches on the overall framework of data transaction. Therefore, this paper focuses on the analysis and discussion of the overall frame-work system of data transaction, which provides a useful reference for the discussion and analysis of data transaction activities, the study of data transaction theory, and the guidance of data transaction practice from a global perspective. Artificial Intelligence (AI) could play a key role in data trading. Following the framework of data trading in the institutional system, a framework for intelligent agent of data trading has been discussed, such as agents for data trading, a model of data trading agent for smart contract with block-chain, etc. In a word, It will be essential to have a certain reference value with the construction of a safe and credible circulation, orderly sharing, standard specifications, fair, and just data transaction order.
