Abstract

Due to the fund shortage and the low efficiency in urban sewage treatment project in China, public-private partnership (PPP) has been acknowledged by many as an innovative way to the supply of sewage treatment engineering. Stakeholders’ satisfaction is a measure standard of the success of PPP projects, and partner selection is critical to the success of PPP projects. This paper proposes an integrated approach combining stakeholder theory, quality function deployment and fuzzy set method to establish a partner selection model for PPP projects to meet core stakeholders’ needs. This model has identified the four core stakeholders and eight type needs in PPP projects, and has constructed the fuzzy relationship matrix between stakeholder needs and partner selection criteria and the fuzzy decision matrix for partner selection.
