Abstract

E-governance has changed the dynamics of governance, especially in low connectivity areas and has also managed to facilitate the remotest locations of the country. The most common tool to achieve the same has been e-mitra, which is an integrated platform various services to rural & urban population with maximum possible state services interactions at single door step. In all districts of Rajasthan, state government has implemented Public Private Partnership model for encouraging local youth to become e-mitra partners and render the services to the masses on behalf of the government. This model has been scaled at large scale with help of technology and its role in real time data validation. Public-Private Partnership model has major stake on transparency in efforts of the e-mitra partners and financial integrity. E-mitra partners’ work with non-educated and less technosavy population of the nation, thus transparency on both process & financial processes are very important. In past decade, country has moved towards, cashless single platform and user oriented financial transactions. Current e-mitra lacks this provision. In this paper we discuss the issues in existing model of e-mitra process and provides a framework for ensuring, cashless, paperless and faceless, yet transparent and financial integral solution for ensuring delivery of government services to the last person of the society
