Research on the Impact of Public Private Partnerships on the Livelihood Capital of Poor Households: Based on Entropy Method

Abstract

Sustainable poverty reduction is the requirement of consolidating the achievements of poverty alleviation and public governance. The research adopts entropy method to compare the livelihood capital of poor households under the influence of Public Private Partnership (PPP). It is found that PPP project should protect the empowerment and participation rights of poor households, prevent the phenomenon that the project benefits the rich but not the poor, and ensure sustainable employment opportunities. In the context of the digital economy, the new infrastructure PPP model will play a positive role in sustainable poverty reduction. It is suggested that China should deal with the poverty trap by improving the governance efficiency of PPP project. Interest mechanism to benefit the poor in the industrial value chain can be constructed during the PPP model. Performance appraisal should be implemented in the whole life cycle of the projects. The local governments stimulate the endogenous motivation of poor households, build an effective supervision and contract mechanism, strengthen the capacity of stakeholders.
